Why does iTunes only occasionally let you download liner notes for albums?

I hate when I click on the photo in the little iTunes menu bar and all I get is a moderately bigger version of that photo.

That would be a great place for some production credits, some thank yous, whatever the hell else I want to know about the musician I'm rocking.
